PMBC appeals City’s failure to require Environmental Impact Statement

On 8/7/25, PMBC filed a formal appeal of the City’s 7/25/25 SEPA Mitigated Determination of Non-Significance (MDNS) and failure to require a full Environmental Impact Statement (EIS) for the proposed Woods at Viewcrest development. On 8/8/25, PMBC submitted an addendum to our SEPA Appeal raising further concerns about illegal stormwater discharges on publicly-owned parkland and altered hydrodynamics of the bay due to the railroad causeway.

Also on 8/8/25, PMBC issued a Press Release announcing our appeal of the City’s failure to protect the public’s interest and require an EIS.

The City’s Hearing Examiner will hold a public hearing on PMBC’s SEPA Appeal and will determine if the City must prepare an EIS. The date of the public hearing has not been set, but will likely occur in October or November. In the next week or so, PMBC and our attorneys will meet with the Hearing Examiner to discuss potential dates for the hearing and potential pre-hearing motions.

PMBC is working closely with our attorneys and expert witnesses to prepare for the SEPA Appeal hearing.

In addition to our experts, PMBC is seeking supporters to speak at the hearing who do not represent themselves as an expert witness, but who have a certain level of technical expertise on environmental issues. Many supporters who submitted public comments have this degree of expertise. PMBC is also seeking supporters to speak at the hearing who have personal observations or experiences that support PMBC’s claims regarding the adverse environmental impacts The Woods at Viewcrest subdivision would cause if approved. Your testimony will go a long way in convincing the Hearing Examiner to require an EIS. We’ll need to know your availability when we schedule the SEPA hearing.
